The Chief Operating Officer (COO) is responsible for operations of all programs through direct contact with the Administrators/Directors.
The COO is responsible for safeguarding and augmenting the efficiency of the organization and ensuring New Horizons’ Policies and Procedures and Philosophy and Guidelines are taught and upheld in all programs.
In addition, they are responsible for leading and directing overall quality improvement initiatives (PQI) to facilitate long-term success.
The Chief Operating Officer is a key member of the Executive Team, reporting directly to the Chief Executive Officer (CEO) while directly managing and collaborating with other department directors, coordinators and staff.
All New Horizons’ Staff are expected to study, practice and operate within the New Horizons’ Philosophy of Keeping Kids First.
Keeping Kids First requires that every decision and action be motivated by and geared toward meeting the highest need of the individual kid.
New Horizons will not tolerate anyone who is not committed to keeping kids safe from abuse, neglect and exploitation.
At New Horizons, we Keep Kids First while providing a safe, therapeutic and loving environment for kids and adolescents.
We provide services for children and adolescents affected by abuse, neglect and exploitation through our Child Placing Agency, Family Programs, and our two Qualified Residential Treatment Programs (QRTPs) - the Audrey Grace House in Abilene, Texas and The Ranch located south of Brownwood, Texas.
Job Responsibilities include, but are not limited to: Keeping Kids First and keeping kids safe by maintaining current competency and expertise in quality care while promoting a culture of safety, high-reliability, healthy relationship building, and performance excellence.
Embracing and embodying the Philosophy of New Horizons at every level of organization involvement and adhering to the Employee Handbook and established policy and procedures.
Designing, implementing and assessing business strategies, operational activities, plans, procedures and strategic goals for performance and growth.
Revising and/or formulating policies that promote New Horizons’ Philosophy and vision while adhering to state mandated regulations, minimum standards and contract stipulations; Working independently and interpersonally while managing relationships/agreements with New Horizons’ personnel, external partners/vendors and community partners.
Leading, supporting and managing reporting employees in a way that encourages maximum performance and dedication; Working in conjunction with the Recruitment Coordinator to oversee and manage the hiring and onboarding process across all programs; and Managing and coordinating organization-wide efforts to ensure that performance management and quality improvement programs are developed and managed using a data driven focus that sets priorities for improvements aligned to ongoing strategic imperatives.
Qualifications for the Chief Operating Officer include: Must hold a master’s degree in social work, psychology (or another human services field); 5+ years of managerial experience; Must be a Licensed Childcare Administrator in the state of Texas (or qualify to test); Must be capable of providing strategic, operational, and thoughtful leadership to support New Horizons’ mission of Keeping Kids First.
Must possess the ability to speak publicly in such a manner as to lead/motivate staff and represent New Horizons well in state office, legislative and large community settings.
Be outcome and results-oriented while upholding New Horizons’ individualized and person-centered work environment; Demonstrate effective problem solving, leadership, conflict management, and team building skills.
Demonstrate a commitment to keeping kids safe; and Demonstrate excellent organization and interpersonal skills, business acumen and positive work ethic as well as excellent written, oral and electronic communication skills and knowledge of IT/Business infrastructure, Microsoft Office, and Database Systems.
